introduce new feature: BOOTLOADER_ADDITIONALMSDEVICEWAIT

Configure "BOOTLOADER_ADDITIONALMSDEVICEWAIT" to the number of
milliseconds the bootloader should delay its bootup, so
the pullups have time to charge up.
